On their way to the end-users' inbox, emails typically pass through a variety of filters at both the ISP/enterprise level and at the end-user level. The purpose of these filters is to identify and stop spam and unsolicited commercial email from reaching the user's inbox.
These filters range from complex algorithms to simplistic word matches (e.g. if your email contains the phrase "click here" some filters block it). Unfortunately, none of them are perfect and legitimate mail is being blocked.

As of March 2003, AOL stated they are now filtering out 80% of their inbound email or 1.2 to 1.9 billion messages per day. And that is just what AOL thinks is spam.
TrustE, a non-profit privacy organization, now estimates that fully 15% of all legitimate mail is not being delivered.
On an individual ISP or campaign level, non-delivery rates reported for legitimate mail range from 4% to as high as 38%. |
